To allow for new development or redevelopment, Council will consider redistricting applications in order to apply new regulations to a site. All property owners have the right to make an application to change their zoning. Anyone who feels they may be affected by the proposal has the right to voice their opinion through the planning process.

Below are applications that are currently being considered or were recently approved by Council.

Public Hearing Notice for Bylaws C21-18

Application to Redistrict- Properties along 94 Ave part of the Old Health Centre Site

Public Hearing- June 12, 2018

The City of Fort Saskatchewan is undertaking a Land Use Bylaw amendment to redistrict Lot 16, Block 22, Plan 1323810, Lot 8, Block 22, Plan 6180NY and Lot 1, Bock 22, Plan 3610RS, located along 94 Avenue between 99 Avenue and 95 Street. These sites are part of the old health centre lands.

This amendment would redistrict:

  • Lot 16, Block 22, Plan 1323810 from Seniors Housing District (SH) to Direct Control Administration (DC(A)-09);
  • Lot 8, Block 22, Plan 6180NY and Lot 1, Bock 22, Plan 3610RS from Direct Control Council (DC(C)) to Direct Control Administration (DC(A)-09).

The DC(A)-09 District provides site specific regulations for the development of Seniors Housing and Mixed Market Housing. Lot 16, Block 22, Plan 1323810 contains the Dr. Turner Lodge, which will continue to operate as an assisted living facility following the redistricting. The other two lots are proposed to be developed for a mixed market apartment building which will house one, two, and three bedroom apartment units, including some assisted living units. The maximum building height is 4 storeys not to exceed 18.3m (60.0 ft).

Public Hearing Notice for Bylaws C17-18 & C18-18

Preparing for Cannabis Bylaws

Public Hearing- June 12, 2018

Council will consider a Smoking Bylaw under Bylaw C17-18.  The Bylaw expands existing smoking regulations to include vaping.  The Bylaw also prohibits smoking of recreational cannabis on public property once legalized. 

Bylaw C18-18 amends the Land Use Bylaw C10-13 to include Cannabis Retail Stores and Cannabis production and distribution facilities regulations for specific land use districts as follows:

  • Retail Store (Cannabis) shall be discretionary in the following districts:
    • C2 – Vehicle Oriented Retail and Service District – LUB Section 6.10
    • C3 – Commercial Shopping Centre District – LUB Section 6.11
    • C5 – Fort Mall Redevelopment District – LUB Section 6.13
    • CC-D – Core Commercial – Downtown – LUB Section 13.11
    • MP-D – Mall Precinct – Downtown – LUB Section 13.12
    • MU-D – Mixed Use – Downtown – LUB Section 13.13
  • Cannabis Production and Distribution Facility shall be permitted in the following districts:
    • IL – Light Industrial District – LUB Section 7.9
    • IM – Medium Industrial District – LUB Section 7.10

Public Hearing and Notice for Bylaw C14-18

Square One Site (9425 94 Avenue) Redistricting

Third Reading Postponed until June 12, 2018

Design Works Engineering and Inspections Ltd. on behalf of the property owner is proposing to redistrict the Square One site (9425 94 AVE) near the old health centre lands.

This proposal would redistrict the site from Vehicular Oriented Retail and Service District (C2) to Public Service (PS). This would allow the site to be redeveloped as a senior’s assisted living facility. The Public Service District will also be amended to include retail store (convenience) as a discretionary use.

Approved- April 24, 2018

Stantec Consulting Ltd. on behalf of SouthPointe Estates Inc. is proposing to redistrict lands in the SouthPointe community at the future intersection of 94 Street and SouthPointe Boulevard. 

This proposal would redistrict lands from Urban Reserve (UR) to Direct Control Administration (DC(A)-10). This would allow for the development of a neighbourhood level commercial site in accordance with the approved Southfort Area Structure Plan.

Defeated- April 10, 2018

A redistricting application has been submitted for a residential property in the Old Fort neighbourhood.

The proposal would redistrict the lands from Medium Lot Residential District (R2) to Direct Control (DC(A)-09). This Direct Control District provides site specific development regulations for the property. This would allow for the subdivision and development of the parcel into two single detached dwellings (single family houses) on two separate lots. Copies of the DC(A)-09 regulations are also available at City Hall.

Forest Ridge Stage 11 Redistricting

Approved- March 27, 2018

Qualico Communities is proposing to redistrict lands in the Forest Ridge community.

This proposal would redistrict lands from:

  1. Parks and Recreation District (PR) to Public Service District (PS);
  2. Small Lot Residential (R3) to Public Service District (PS);
  3. Parks and Recreation District (PR) to Small Lot Residential (R3); and
  4. Small Lot Residential (R3) to Comprehensively Planned Residential (RC).

The intent of this proposal is to reconfigure the proposed school site. This redistricting would also allow for the development of low density residential housing in accordance with the approved Westpark Area Structure Plan.
