Safety codes inspections now a shared resource

In 2018, the City of Fort Saskatchewan and Strathcona County signed the Alliance Exploration Agreement. An important aspect of the Agreement was to explore services shared between the two communities and during regular discussions, safety codes inspections was identified as an opportunity.

In the fall of 2021, Strathcona County and Fort Saskatchewan entered into a mutual services agreement for building and safety codes services. The County is supporting Fort Saskatchewan with specialized inspections and coverage, whereas Fort Saskatchewan safety codes officers are supporting Strathcona County for vacation coverage and inspections during high volume periods when inspection requests exceed the team’s resourcing capacity.

“Our approach is that each municipality provides the other with support in agreed upon disciplines that lack capacity. The County identified a need for support with electrical inspections and on occasion, other low-density residential inspections and secondary inspections to cover for staff shortages. The City identified that a need for non-residential inspections to support while we move from an external contractor to bring safety codes services in-house. So far, it has been a very successful and mutually beneficial decision,” explained Craig Thomas, Director of Planning Services with City of Fort Saskatchewan.

“The Strathcona County and Fort Saskatchewan building and safety codes agreement is building capacity for both communities and we anticipate that this is just the beginning of a long-term, positive working relationship that is beneficial to all involved,” stated Linette Capcara, Director, Planning and Development Services, Strathcona County.

Working collaboratively is not a new concept but requires commitment from both parties to adapt existing processes. The City and the County thank the leaders within these areas for their work to strengthen existing relationships and to improve how we serve our communities.
