The City of Fort Saskatchewan is seeking a confident, systems thinking, results orientated professional to join our Planning & Development Team. Reporting to the Manager, Current and Long Range Planning, the Principal Planner is responsible for initiating, executing and implementing long range planning projects and delivery of core services within the current and long range planning business unit. Specific accountabilities for this position are: Long Range Planning Initiatives – will take a lead role in managing the development, maintenance and evolution of the City’s statutory and non-statutory planning documents; will undertake research and analysis as necessary; and will prepare, write and present reports to the City Council, Council Committees, and the Municipal Government Board. Delivery of Long Range and Current Planning Core Services – will provide support in undertaking long range planning initiatives; will review, research, and provide preliminary evaluations for long range and current planning proposals; and will provide support in processing land development applications. Intermunicipal Collaboration – will represent the City at Regional Boards, Committees and Working Groups; will participate in Intermunicipal initiatives and matters with neighboring municipalities; and will respond to planning referrals from adjacent municipalities.

The successful candidate will have a degree in Planning or a related discipline; a master’s degree and eligibility for membership in the Alberta Professional Planners Institute and the Canadian Institute of Planners is preferred. The Principal Planner will have a minimum of five years of related experience, with knowledge of the Municipal Government Act. Experience writing and interpreting planning policy, including the Land Use Bylaw and subdivision processes with an understanding of the Municipal Development Plan and Area Structure Plans is desired. This position requires a high degree of computer literacy, with experience using Microsoft Office applications including Microsoft Project, Excel and Word. This person will have strong interpersonal skills with the ability to deal confidently with conflict, and will communicate positively and respectfully with internal and external stakeholders.

Reporting to the Foreman, Utilities Services, the Operator II is responsible for supplying safe drinking water while adhering to Alberta Environment Legislation for Water Distribution and Wastewater Collection Systems. The Operator II receives oral and written instructions from the Supervisor who evaluates work performed. Employees in this position are periodically responsible for the task coordination of employees assigned as helpers and are to promote a positive, secure and safe work environment.

  • Ensure accurate information for billing (i.e. Meter Installs, Meter reading)
  • Perform all assigned tasks in operation and maintenance of water distribution system (i.e. valve and CC exercising and repair, bleeder valves, and accurate record keeping) water reservoirs and pump stations, bulk water station, water meters.
  • Perform sanitary and storm sewer maintenance (i.e. manholes, sewer flushing, residential service information gathering, and sewers lift station maintenance).
  • Emergency response (water breaks, sewer back-ups, frozen sewer and water services).
  • Fire protection (rebuild and inspect hydrants, unidirectional flushing, snow removal, and winterize, accurate record keeping).
  • Perform daily inspection/lubrication/minor maintenance of utilized vehicles and equipment; report deficiencies.
  • Operate all vehicles and equipment, including: loaders, skidsteers, backhoes, single and tandem axle trucks.
  • Undertake Alberta First Call utility locates.
  • Perform related duties as assigned.
  • On call for City emergencies 24 hours/day, 7 days a week, rotating schedule.

Candidates must have minimum grade 12 education or equivalent, Level I Alberta Environmental Certificate in Water Distribution and Wastewater Collection, and minimum 2 years of experience in the tasks and operation of equipment assigned to the position. A valid Class 5 Alberta Operator’s License is required; a valid Class 3 Alberta Operator’s License with Air Brakes Endorsement (Q) would be an asset. You must understand the Occupational Health & Safety Act, the City Safety Policies & Procedures as they pertain to this position, and possess Standard First Aid and WHIMS certification. Heavy equipment Operations Training is an asset. Good organizational and excellent customer service skills, with the ability to comprehend and communicate detailed instructions orally and in writing are essential. The successful candidate must have strong leadership skills and will be encouraged to obtain Level II Alberta Environmental Certification within 2 years.

This position is within the scope of C.U.P.E. Local 30, and as such, you will be required to adhere to the articles contained within the Collective Agreement. A current driver’s abstract will be required at the time of interview.

Rate of Pay: $29.04 - $31.92 per hour

Hours of Work: 80 hours biweekly

Recreation Community Coordinator - Permanent Full-Time

The City of Fort Saskatchewan is seeking a creative and enthusiastic professional to join our Recreation Team. Reporting to the Director of Recreation, the Recreation Community Coordinator is responsible for the following key areas: overseeing of facility bookings for City Facilities, sports fields and parks; support and liaise with recreation and sports groups, schools, special interest groups and volunteers; the development and implementation of children and youth summer programs; overseeing the Access for All recreation subsidy program; the development and implementation of the annual budget; and will supervise, provide leadership, direction, support, training and evaluation of Booking Clerks and Summer Staff. This position will provide support for other department initiatives such as grants, special events, lease and service agreements and long term planning. The Recreation Community Coordinator is responsible to respond to sport or recreation emergent requests from both the community and City Administration.

The successful candidate will have a minimum of a diploma in recreation administration, community development, physical education or a related discipline. Preference is given to candidates who have a University Degree in recreation or a related discipline. A minimum three years comprehensive experience in community development, facility bookings, recreation programming, as well as, three years supervisory experience is required. Candidates must possess a valid driver’s license, and Standard First Aid with CPR and AED. The Recreation Community Coordinator will be proficient in Microsoft Office including Word and Excel. Previous experience with program registration and booking software such as Class or IntelliLeisure is an asset. Reporting to the Senior Legislative Officer, the Records Management Administrator will oversee records management for the City of Fort Saskatchewan, including developing, recommending, and implementing the Records Management Bylaw and associated procedures, strategies, retention, and disposal schedules.

This position is responsible for developing training manuals and programs for staff and ensuring compliance of all departments with policies and procedures for the City’s Records Management Program. The Records Management Administrator will conduct training sessions for the departmental users in the operation of new and revised records management systems and act as an ongoing information resource to systems users.

The successful candidate will have a Records and Information Management Certificate or Diploma. A minimum of three years of experience working in records management administration is required. Reporting to the City Manager, the General Manager of Infrastructure & Planning Services is a member of the City’s Leadership Team and provides visionary, strategic leadership for the organization and the division. This position leads the Infrastructure & Planning Division which includes four departments: Planning & Development; Fleet, Facilities & Engineering; Public Works; and Economic Development; as well as, accountable for the provision of land management and intergovernmental relations. The successful candidate will provide strategic advice to the City Manager and Elected Officials in the establishment and acts as a primary liaison for a number of regional stakeholders.

The General Manager of Infrastructure & Planning Services will have a “systems thinking” perspective along with an advanced level of communication and interpersonal skills. This person will be a Champion for the City’s governance process and lead the development of major strategic initiatives while demonstrating high political acumen and diplomacy. This position requires the completion of a post-secondary degree, supplemented with extensive management and leadership training. A minimum of eight years of professional leadership experience at a senior level, as well as, significant knowledge in municipal operations and an advanced understanding of the Municipal Government Act is required.

This is a one year maternity leave temporary position with a tentative end date of January 15, 2020.
