Council Approves 2026 Operating and Capital Budgets
During the regular council meeting on December 9, 2025, Fort Saskatchewan City Council approved the 2026 Operating and Capital Budgets, along with the 2026 User Fees, Rates, and Charges Bylaw. The budget reflects the City’s ongoing commitment to building a resilient, inclusive, and sustainable community.
The 2026 Operating Budget, totalling $111.3 million in revenues and expenses, addresses inflation and growth pressures while supporting essential services across the community. It includes funding to maintain core services such as public safety, road maintenance, and recreation. It also adds resources to support growth in parks, roads, and utilities; expands snow removal; covers debt servicing for the new aquatics facility; and advances long-term planning for future cultural, recreation, transportation, stormwater, and growth needs.
The approved 2026 Capital Budget is $18.6 million, centred on increased infrastructure and strategic investments that support long-term community needs. Key projects include road and neighbourhood rehabilitation; upgrades to local transit bus stops; a multi-year project to modernize the City’s internal systems and software; improvements to the West River’s Edge dog park; and replacing ageing equipment, including fire and service vehicles, IT network infrastructure, and building systems such as boilers and rooftop units.
Funding for these budgets comes from a mix of sources to ensure stability and sustainability. The Operating Budget is supported by property taxes, utility rates, user fees, fines, grants, and investment income. Capital projects draw on reserves, external grants, and annual capital allocations.
“This budget reflects the thoughtful work Council and Administration put in to make sure every dollar supports the priorities our residents value,” says Mayor Lisa Makin. “We’re investing in infrastructure, preparing for future growth, and maintaining the high quality of life people expect in Fort Saskatchewan.”
