Public Hearings

To allow for new development or redevelopment, Council will consider redistricting applications in order to apply new regulations to a site. All property owners have the right to make an application to change their zoning. Anyone who feels they may be affected by the proposal has the right to voice their opinion through the planning process.

Land Use Bylaw Amendment & Rezoning (Bylaw C1-25)

The City of Fort Saskatchewan Council will be holding a hearing about changes concerning a proposed development in the Forest Ridge area. This involves introducing a district called the Forest Ridge Single Detached Housing District (FR-SDH), and rezoning land to Comprehensively Planned Residential District (RC), and Forest Ridge Street-Oriented Residential District (FRSO) to develop Low and Medium Density residential development.

Details of the Proposal:

  • What’s changing? Introducing a new Land Use Special District (FR-SDH) for a specific area identified in Forest Ridge. The FR-SDH District will accommodate single detached dwellings on narrow lots. The existing DC(A)-18 Direct Control – Forest Ridge Residential District would be transitioned into the FR-SDH District.
  • Why the change? A Direct Control is used for when a municipality wishes to exercise specific and heightened control over the use and development of a specific area. Since DC(A)-18 does not have unique conditions, constraints, or exceptional circumstances, nor does the area or the City benefit for implementing heightened control, a special district is considered more appropriate.
  • Additionally, the application intends to rezone land for Low and Medium Density residential development as detailed in Schedule A. The appropriate district for low density residential development is the Comprehensively Planned Residential District (RC), and for medium density residential development is the Forest Ridge Street-Oriented Residential District (FRSO).
  • The minimum medium density for the proposed FRSO is not to exceed 70 dwelling units per net residential hectare (du/nrha). This density will be achieved through the development of semi-attached dwellings and townhouses on compact lots.
  • The subject lands, currently districted as UR – Urban Reserve and DC(A)-18 Direct Control – Forest Ridge Residential District would be changed to Forest Ridge Single Detached Housing District (FR-SDH), Comprehensively Planned Residential District (RC), and Forest Ridge Street-Oriented Residential District (FRSO).
  • Size of the area affected: Approx. 7.0 hectares (approx. 17.3 acres), as highlighted in Schedule A of the proposal.
  • On February 25, 2025, Bylaw C1-25 received first reading.

Purpose: The amendment will introduce the new FR-SDH district and rezone lands to the RC district & FRSO district to develop low and medium density residential development. This will allow for the development of single detached dwellings by the RC District, semi-detached dwellings and townhouses on compact lots by the FRSO District, and single-detached dwellings on narrow lots by the FR-SDH District.

Land Use Bylaw Amendment & Rezoning (Bylaw C2-25)

The City of Fort Saskatchewan Council will be holding a hearing about changes concerning a proposed development in the Sienna area. This involves rezoning a portion of the lands in NE-20-54-22-W4M to SSDH – Sienna Single Detached Housing District and RC – Comprehensively Planned Residential District. This rezoning will be accompanied by an amendment to the Land Use Bylaw introducing the new SSDH – Sienna single Detached Housing District and an amendment to the Sienna Outline Plan.

Details of the Proposal:

  • What’s changing? Rezoning lands to a specific land use (SSDH and RC) for an area identified in Sienna, as detailed in Schedule A of the proposal.
  • The subject lands, currently districted as the UR – Urban Reserve District, PR – Parks and Recreation District, and DC(A)-19 – Sienna Residential Direct Control District would be changed to the SSDH – Sienna Single Detached Housing District and RC – Comprehensively Planned Residential District.
  • Size of the area affected: About 7.12 hectares (17.59 acres), as detailed in Schedule A of the proposal.

Purpose: This amendment will amend the Land Use Bylaw to introduce the new SSDH – Sienna Single Detached Housing District. The new SSDH district aims to allow narrow single detached development. This will also facilitate an amendment to the accepted Sienna Outline Plan concept map layout, text, and statistics.
