Public Hearings

The City of Fort Saskatchewan is a beautiful place, full of character, community, and history. As we grow, we want to ensure that new buildings, neighbourhoods, and businesses reflect what makes our city special, while meeting the needs of the future.

To support thoughtful development, City Council holds Public Hearings to gather community input on proposed land use changes, including redistricting applications. All property owners have the right to apply for zoning changes, and anyone who may be affected is encouraged to share their feedback. Public Hearings are a key part of the planning process, helping ensure decisions reflect the needs and values of our community.

Public Hearing Participation

  • Participation is available in-person or virtually by electronic means (via Webex)
  • Individuals interested in participating in the Public Hearing by Electronic Means (Webex) must register in advance by 12:00 noon the business day before the Public Hearing.  Email the Clerk at legislativeservices@fortsask.ca to register.
  • Individuals attending in-person are encouraged to register in advance, but not required.  Email legislativeservices@fortsask.ca to register in advance.

Written Submissions:

  • Individuals who do not want to speak during the meeting, or who are unable to attend, can submit a written submission for the Public Hearing.  Submit written feedback in writing to the Clerk at legislativeservices@fortsask.ca by 12:00 noon the business day before the Public Hearing.  
  • Written submissions will become part of the public record and will be included in the meeting agenda package published on the City Website for public viewing.

In accordance with Meeting Procedures Bylaw C8-25, individuals speaking at a public hearing will be asked by the Chair to state their name for the public record. Anyone who does not identify themselves, either verbally or by providing their name in writing, will not be permitted to speak.

Current applications

The City of Fort Saskatchewan Council will hold a Public Hearing for Bylaw C13-26, which proposes amendments to the Pointe Aux Pins Area Structure Plan (ASP) to update the road, parks, and servicing sections and to incorporate the Mirigal Neighbourhood Structure Plan (NSP) – planning framework for the development of a Residential neighbourhood.

An ASP is a council approved long-term planning document that outlines the location of residential, commercial, and open space areas, as well as major roads and utilities to support orderly growth.

An NSP is a chapter of the ASP that provides detailed direction for the neighbourhood development such as local roads, lanes, and block configuration.

The Pointe Aux Pins ASP covers approximately 150 hectares (370 acres) south of Westpark, west of Highway 21, and east of the North Saskatchewan River. The area includes agricultural lands, a portion of Pointe Aux Pins Creek and surrounding riparian areas, a former gravel extraction site, and Pointe Aux Pins Estates. The Mirigal NSP applies to approximately 82 hectares (203 acres) south of the Westpark neighbourhood, east of Pointe Aux Pins Estates, and west of Veterans Way (Highway 21) (Attachment C). 

Details of the Mirigal NSP:

  • Projected Population: Approximately 3,906 residents
  • Projected Dwellings: Approximately 1,610 dwellings
  • Development: Primarily residential, with commercial uses along the highway and in the Node.

Additionally, Council will hold a Public Hearing for Bylaw C17-26 to amend the Land Use Bylaw (LUB). The amendments introduce the EM – East Mirigal Special District to provide regulations tailored to the area and redistricts lands to enable residential and commercial development, parks, and a stormwater management facility within the Mirigal neighbourhood.

The Land Use Bylaw amendment redistricts approximately 17 hectares (42 acres) of land within the Mirigal neighbourhood (Attachment A) from:

  • AG-S – Agriculture General South to EM – East Mirigal Special District;
  • AG-S – Agriculture General South to C2 – Commercial Retail and Service District;
  • AG-S – Agriculture General South to PR – Parks and Recreation District; and
  • AG-S – Agriculture General South to PU – Public Utility District
