Regional Initiatives

Regional initiatives play an important role in supporting the services, infrastructure, and long-term planning that benefit Fort Saskatchewan. By working with neighbouring municipalities and regional partners, the City addresses shared opportunities and challenges that impact residents, businesses, and the broader region.

Through collaboration, the City helps coordinate services, share resources, and support well-managed, sustainable growth. These partnerships also help deliver projects more efficiently and cost-effectively in areas such as transportation, water services, land use planning, economic development, and emergency management.

Intermunicipal Collaboration Frameworks (ICFs)

An Intermunicipal Collaboration Framework is a provincially required agreement between neighbouring municipalities that sets out how they will work together to deliver any shared services.

ICFs support coordination of services that benefit residents across municipal boundaries and are required to include:

  • Transportation

  • Emergency

  • Recreation

  • Water and wastewater systems

  • Solid waste

ICFs clearly define how services will be delivered and funded and establish processes for resolving disputes. They also include mechanisms for reviewing and updating the agreement over time.

By setting shared expectations and clear service arrangements, ICFs provide clarity, predictability and long-term intermunicipal cooperation.

Information about finalized agreements will be shared publicly once they are complete.

Intermunicipal Development Plans (IDPs)

An Intermunicipal Development Plan (IDP) is a statutory plan adopted by neighbouring municipalities to guide coordinated growth and development around shared boundaries.

IDPs support collaborative decision-making and long-term planning on issues such as land use, growth, transportation, infrastructure, environmental protection, and dispute resolution. They provide high-level policy direction rather than approving specific development projects.
