The City of Fort Saskatchewan Council will be holding a public hearing about changes concerning allowing an Apartment building to be developed in the north portion of the existing commercial centre fronting Southridge Blvd. This involves amending the Southfort Area Structure Plan to allow for residential development within the area East of Highway 21 and North of Southridge Boulevard. This amendment to the Southfort Area Structure Plan will be accompanied by an amendment to the Land Use Bylaw in order to add the Apartment use as a discretionary use to the C2 – Commercial Retail and Service District.
Prior to a Council decision on this proposal, the City must hold a public hearing in which you are given an opportunity to participate in the process. The public hearing is where you can communicate to City Council whether you support or have concerns if an Apartment development was constructed in the commercial centre.
Southfort Area Structure Plan Amendment (Bylaw C29-25)
This hearing involves amending the Southfort Area Structure Plan, the overarching plan for where you live, to introduce new wording to allow residential development to occur on a specific commercial area. The commercial area legally referred to as Plan 2420345; Block 18; Lot 186 is located east of Highway 21 and North of Southridge Boulevard (Please see the attached location image).
Details of the Proposal:
What’s changing?
- Additional wording is being added to the Southfort Area Structure Plan in order to allow residential development to occur in select commercial areas. This includes adding wording to Page 38 and Page 40 (please see the attached image for greater detail)
- This proposed amendment is in conjunction to an amendment to the C2 – Commercial Retail and Service District.
- Size of the area affected: This amendment will affect lands legally described as Plan 2420345; Block 18; Lot 186 and is roughly 0.44 ha (1.09 ac) in size.
Purpose:
This amendment will facilitate the incorporation of residential development within a specific area.
Land Use Bylaw Amendment (Bylaw C24-25)
This hearing involves amending the Land Use Bylaw to amend the existing C2 – Commercial Retail and Service District (C2). This amendment proposes to add Apartment use as a discretionary use to the C2 District. The Apartment use would be limited to a specific commercial area. The affected lands are legally described as Plan 2420345; Block 18; Lot 186 and is located east of Highway 21 and North of Southridge Boulevard (Please see the attached location image).
Details of the Proposal:
What’s changing?
- The C2 District is proposed to be amended in order to add the Apartment use as a Discretionary use.
- A Fundamental Use Provision would be added limiting the Apartment use to one parcel in the commercial centre legally described as Plan 2420345; Block 18; Lot 186.
- A rear yard setback of 3m specific to Apartment use would be added.
- Additional development regulations, specific to the Apartment use would be added. This would include architectural requirements for the design of an Apartment building on this site.
Purpose:
This amendment will facilitate the incorporation of residential development within a specific commercial area.
