Land Use Bylaw (All Districts) Final Engagement

Property Owners, Business Owners, Residents, Interested Parties are invited to attend the final Open House to share feedback on the new Land Use Bylaw draft prior to Council’s consideration.

Nothing is finalized yet. Your input will help shape the final draft regulations for the District.

The City of Fort Saskatchewan is a beautiful place, full of character, community, and history. As we grow, we want to ensure that new buildings, neighbourhoods, and businesses reflect what makes our city special, while meeting the needs of the future.

That’s why we’re creating a new Land Use Bylaw (LUB): a modern rulebook to guide how land is used, where things go, and how areas look and feel. 

What Does the LUB Do?

The LUB guides day-to-day planning and development activities. LUBs are used to regulate privately-owned land to ensure neighbourhoods support complimentary uses and buildings.

LUBs can be used to regulate:

  • Where a business or storefront can open in the community
  • What a building or property can be used for
  • What a building or property can look like

Why Is It Needed?

  • The City approved a Municipal Development Plan “Our Fort. Our Future.”in 2021.
  • The MDP recognizes the uniqueness of the city’s different neighbourhoods and moves away from a “one size fits all” approach to land use planning.
  • The new LUB creates custom regulations for different areas.
  • The new LUB places more focus on how areas look and feel. For example, focusing on ensuring the downtown is friendly and walkable.

Proposed Districts

We are at different phases in the project for each neighbourhood. More information about the specific districts is available below:

District/Sections Includes:
Conventional Neighbourhood District (CND) Southfort, Westpark, Bridgeview, and Sherridon North neighbourhoods.
Downtown Core District (DCD) Historic downtown, retail streets, Civic centre, and higher density residential around it.
Downtown Fringe District (DFD) Old Fort, Sherridon, and Ross Creek areas.
Downtown Gateway District (DGD) Residential and commercial areas around 99 Avenue, and Old Hospital Site.
Estate District (ESD) Southfort Estates, Pointe Aux Pins Estates, and Clover Park neighbourhoods.
Holistic Neighbourhood District (HND) This will apply to future neighbourhoods in the annexed portion of the City. These lands are currently under agricultural use and will remain so until required for the urban development.
Industrial Districts
(LI, MI, HI, IR, & IB)
Includes the Light, Medium, and Heavy Industrial areas along with Industrial Buffer and Industrial Reserve.
Mixed-Use Corridor District (MUCD) Predominantly non-residential land parcels in the vicinity of Veteran's way and are vehicle oriented.
Pineview District (PVD) Includes the Pineview neighbourhood.
Other Districts Includes Districts that regulate Agriculture, Environmental Protection, Parks and Recreation, Public Service, and Urban Reserve.
Other Sections Includes the Parking and Loading, Signage, General Regulations, and Definitions

What is the Process?

For each community, we follow an engagement process to listen, learn, and reflect on what matters most to residents and businesses. The five key steps include:

  1. Research & talk with residents and businesses about local needs.
  2. Draft new rules that match the community’s vision for each community.
  3. Share the draft and collect feedback through online and in-person engagement opportunities.
  4. Revise the rules based on feedback.
  5. Council reviews the final bylaw (once all communities complete steps 1-4).

Project Timeline

Work on the new Land Use Bylaw is ongoing, and all Districts are still in the draft form.

Following the completion of all Place Type engagements, a final round of community engagement will be conducted before the Land Use Bylaw is brought forward to Council.

Engagement

The LUB project includes an in-depth review of each area to gain a deeper understanding of existing development and the unique neighbourhood characteristic. This review is being done through data analysis and many conversations with residents and local businesses.

To date, the City has hosted information sessions, working groups, neighbourhood walking tours, and interested parties workshops to better understand what makes Fort Saskatchewan’s existing areas unique.
